Tehran is willing to resume atomic talks with Washington provided that it is handled with "dignity" and "honor", Tehran's foreign minister has stated.

The Iranian diplomat said only diplomacy was effective, and shared recent overtures had been made by mediators to restart discussions with the Trump administration. He said Iran possessed no undeclared nuclear sites, and Iran could not yet allow the global atomic watchdog to visit bombed nuclear sites for security reasons.

Walking a Complex Path

Araghchi is treading a difficult route since Iran wishes not to be seen to be proceeding from a situation of weakness, and he insisted repeatedly that Iran had emerged more powerful defensively and mentally from the joint assault on its atomic facilities in June.

He was talking at a strategic meeting in Tehran where he reiterated that Iran had "an inalienable right to process nuclear material domestically that it will perpetually retain" – the key factor of the deadlock in the prior discussions.

Previous Talks Suddenly Terminated

The prior phases of discussions between the United States and Iran were concluded unexpectedly and bitter termination on 12 June when the Israeli government, with US support, struck Tehran's atomic facilities in a 12-day war that culminated with the US president declaring the facilities had been obliterated. Subsequently, Western states used their privilege to reimpose international penalties, but Iran insists they have not had a major impact.

Magic Solution Suggested

Iranian officials said they felt they had achieved a "magic solution" to the enrichment issue in previous talks, when it was agreed an Iran-based consortium with American involvement could enrich uranium. Both sides would have been able to claim victory since home-based processing would have continued and the US could be confident that Iran's atomic project was entirely non-military.

It had not been settled in the talks that American atomic experts could work on Iranian soil, but that was a natural consequence of the partnership suggestion. Representatives stated on multiple occasions they had secured an understanding with Washington's diplomat the American negotiator only for the agreement to fall apart due to "opponents in the US".

Current Position

Iran's diplomats declared the partnership proposal was now no longer available, but it seems quite possible the suggestion could be revived in certain ways if talks restart.

The US president in recent days claimed he had been obtaining communications that Iran desired to resume discussions, but in private Tehran representatives say they are not yet getting consistent overtures from America either explicitly or from significant local go-betweens, such as the Qatari government, Egypt, Oman and the Saudi kingdom. The Iranian foreign ministry has been criticized of inactivity in the wake of the US president's straightforward manner, but Tehran states diplomacy is not part of a performance.

Political Stance

In his remarks to the gathering, designed to depict the US as a controlling nation that misuses the notion of global regulations, Araghchi stated the fortnight-long engagement revealed the dispute could not be resolved by armed force. He stated the strikes commenced with a Washington's ultimatum for an complete Tehran capitulation and culminated with an unconditional call for a truce.

Iran is convinced the first strikes by Israel were carried out with full US knowledge and cooperation, making confidence challenging to restore.

Dialogue Continues the Primary Answer

The foreign minister stated: "Tehran was not the one that had fled negotiations; it was the United States and the European states that had consistently attempted to impose their demands during the discussions. Diplomacy can still be viable and remains the ultimate solution to resolve disputes, but its criteria, rules and fundamentals must be respected."

"In case they speak to the citizens of Tehran with the language of respect and respect, they will obtain a reply in the equivalent tone."

Repair and Reconstruction

In what is characterized by Iranian officials as the struggle of restoration and reconstruction, Araghchi said he was assured Iran's military capacities "are considerably enhanced than prior to 13 or 14 June of this year. Every aspect of our defense have been reestablished. We acquired multiple understandings from this engagement; we have come to know our personal limitations and the vulnerabilities of the adversary."

He added: "We effectively endured this conflict. Our enrichment knowledge, which they aimed to eliminate, stays intact. The sites and machinery, if destroyed, will be restored; what is essential is the determination of the Iranian people and then the national cohesion that they sought to undermine, but failed to shatter. The Iranian people have grown stronger, more united, and more supportive of the administration and the nation in the wake of this attack."
