Following a legislative agreement to finance federal public services, the most extended closure in the nation's past appears to be ending.

Government workers who were temporarily laid off will resume their duties. Both they and those considered critical will begin getting their wages – with back pay – again.

Flight operations across the United States will return to more normal functioning. Meal aid for financially struggling individuals will recommence. National parks will reopen.

The assorted challenges – from significant to trivial – that the government closure had triggered for numerous citizens will eventually conclude.

However, the political consequences from this historic impasse will seem destined to linger even as government functions go back to usual procedures.

Here are three key observations now that a solution framework has come into view.

Internal Rifts

In the final analysis, Democratic lawmakers compromised. To be more specific, adequate middle-ground politicians, approaching-retirement legislators and campaign-threatened senators gave Republicans the essential votes to end the shutdown.

For those who voted with Republicans, the financial hardship from the funding lapse had become too severe. For other party members, however, the political cost of backing down proved unbearable.

"I cannot support a bipartisan deal that continues to leave numerous individuals uncertain about they will cover their health care or if they'll be able to afford to get sick," declared one key lawmaker.

The method in which this shutdown is ending will undoubtedly revive old divisions between the progressive supporters and its moderate leadership. The internal divisions within the Democratic party, which just enjoyed electoral successes in several states, are predicted to worsen.

Democrats had expressed strong opposition to GOP-supported reductions to federal initiatives and employment cuts. They had accused the former president of expanding – and occasionally overstepping – the scope of White House influence. They had cautions that the nation was moving closer to undemocratic practices.

For many progressive voices, the shutdown represented a critical opportunity for Democrats to establish boundaries. Now that the government appears set to reopen without major reforms or new restrictions, several analysts believe this was a missed opportunity. And significant anger will likely follow.

Political Strategy

Over the course of the 40-day shutdown, the administration pursued several overseas visits. There were golf outings. There were several appearances at private properties, including one elaborate gathering featuring themed entertainment.

What was absent was any major attempt to encourage political supporters toward negotiation with opponents. And ultimately, this unyielding position proved successful.

The executive branch approved rescinding certain employment decreases that had been enacted throughout the closure timeframe.

GOP senators pledged legislative action on healthcare financial assistance. However, a senate procedure doesn't guarantee final approval, and there was minimal actual difference between what was suggested at first and what was ultimately approved.

The minority party members who ultimately split with their congressional caucus to support the agreement indicated they had little optimism of gaining ground through extended confrontation.

"The strategy wasn't working," stated one unaffiliated legislator who usually aligns with Democrats regarding the opposition's closure strategy.

Another Democratic senator commented that the Sunday night agreement represented "the sole possible solution."

"Additional waiting would only extend the hardship that American citizens are enduring from the funding lapse," the senator added.

There's little certain knowledge about what tactical thinking were occurring within the executive team. At specific times, there even appeared to be position uncertainty – involving consideration of alternative approaches to medical coverage or legislative modifications.

But Republican unity eventually succeeded and they successfully persuaded enough opposition legislators that their position was firm.

Next Conflicts

While this historic closure may be approaching conclusion, the underlying political dynamics that created the impasse persist substantially unaltered.

The compromise legislation only authorizes spending for many federal functions until the winter's conclusion – basically just sufficient time to navigate the winter celebrations and a few additional weeks. After that, the legislature could find themselves in the very same circumstance they faced previously when public financing lapsed.

Democrats may have relented in this instance, but they didn't suffer any major electoral consequences for blocking the GOP appropriations measure for several weeks. In fact, polling data showed declining support for the administration during the shutdown period, while Democrats achieved impressive results in recent state elections.

With liberal commentators expressing disappointment that their caucus was unable to obtain meaningful changes from this funding conflict – and only a minority of congressional members endorsing the deal – there may be significant incentive for more battles as electoral contests loom.

Additionally, with nutritional support initiatives now protected until fall, one particularly sensitive public policy matter for Democrats has been temporarily removed.

It had been nearly five years since the previous government shutdown. The governmental situation suggests the next confrontation may occur significantly faster than that previous interval.
